Hampton Roads has more than 200 public schools. Right now, CISofHR is in 33 of them. That means there are buildings full of students — thousands of them — who don’t yet have someone in their corner. Hampton Roads Forward is our commitment to change that.

The Schools We Haven’t Reached Yet.

Hampton Roads is home to more than 200 public schools serving hundreds of thousands of students. Many of those students face barriers that have nothing to do with their ability or their potential — poverty, housing instability, hunger, trauma, and systems that weren’t built with their circumstances in mind.

CISofHR reaches 33 of those schools today. In those 33 buildings, every student has access to a trained Site Coordinator who shows up every single day — building relationships, removing barriers, and connecting students to the resources they need. In the other 170+ schools, that person doesn’t exist yet.

That is the gap. And it is solvable.

The Case for CISofHR

Community Infrastructure. Not a Program.

Hampton Roads has roads, water, power, and schools. These aren’t optional — they’re the infrastructure a community depends on. CISofHR is making the case that wraparound student support belongs in that same category.

A Site Coordinator isn’t a service students get bused to. They are a permanent, full-time professional embedded in a school building — connected to the community’s resources on one side, and to students who need those resources on the other. They are the bridge.

When a student is hungry, the Site Coordinator connects them to food. When a family faces eviction, the Site Coordinator finds housing assistance. When a student is on the edge of dropping out, the Site Coordinator is already there — not because a referral was filed, but because they were in the hallway that morning.

The Roadmap to 50 Schools.

Our five-year expansion plan is built around deepening feeder patterns in existing cities and entering new school districts where the need is clear and relationships are strong.

Deepen Norfolk feeder pattern. Strengthen Portsmouth and Virginia Beach cohorts.

37-39 Schools

Expand Newport News and Hampton City Schools presence. Add additional Norfolk feeder pattern school. Grow Chesapeake reach.

Phase III

 

2028-29

40-43 Schools

Enter Chesapeake at scale. Complete Norfolk Year 3 expansion. Begin Suffolk district-wide conversation.

44-47 Schools

Consolidate all 7 cities. Pursue school district partnership agreements.

50 Schools

Achieve 50-school milestone. Launch 60-school vision. Position CISofHR as permanent Hampton Roads infrastructure.
